周四正式上线:智慧校车管理 APP 启动试运行(CN,EN,FR)

以实时数据与安全管控，重塑校车服务体验

政府在教育数字化与智慧公共服务领域再进一步。自本周四起，机构关系、教育与大学部将正式启动一款全新的校车管理应用平台，作为试点项目用于校车线路实时追踪与学生乘车出勤的数字化管理。

这款应用通过整合车辆定位、学生出勤记录与后台实时监控，将传统校车服务升级为高度信息化、可视化的“智慧校车系统”，为家庭、学校与行政部门提供更高效、更安全的管理体验。

教育国务秘书 Josep Anton Bardina 指出：“我们正在把校车服务从‘运输功能’升级为‘信息服务’。家长不再需要被动等待，而是可以通过实时数据，清楚掌握孩子的行程与状态，从而获得真正的安心。”

随着《校车服务条例》的修订获部长会议通过，系统正式引入车辆行驶全过程的实时定位功能，并同步实现学生上下车的出勤核验。所有数据的采集与使用，均严格遵循现行《个人数据保护基本法》，在合法合规的前提下，以安全性和最小必要原则为核心，确保学生信息得到最高等级的保护。

在试运行阶段，平台将逐步覆盖全部 40 条校车线路，并优先部署于行程较长的线路。随车陪同人员将通过政府配发的移动终端实时完成点名操作，而校车服务部门可在后台直接监控车辆运行状态。这一系统将显著提升响应效率，取代以往需逐一联系运输公司的人工查询模式，实现真正的实时调度与风险预警。

该应用的核心设计目标，是成为家庭端的实用工具。在试点完成后，平台将以 APP 形式向家长开放，家长可通过手机随时查看校车位置、行程进度及孩子的乘车记录。在每所学校启动试点前，校方将提前向家庭发送说明，明确应用功能及使用方式。

教育体系与国际关系司司长 Albert Maluquer 表示，系统将按照明确的时间表推进部署：“首月为内部稳定测试期，由行政部门集中监测系统运行情况并修正潜在问题。预计三月起，将逐步向已完成测试的学校家庭开放应用权限。”

政府的目标是在本学年结束前，实现幼儿教育与小学阶段全部校车线路完成实测，并向 1,500 名使用校车服务的学生家庭开放平台；并在 2026—2027 学年，使该智慧校车系统全面投入使用，成为校车管理的标准工具。

校车服务为政府提供的自愿性公共服务，覆盖学前教育、义务教育及部分后义务教育学生。通过此次数字化升级，校车服务不仅提升了运行效率，更在安全性、透明度与家校信任方面实现了质的跃迁。

Smart School Transport App Goes Live on ThursdayReal-time data and enhanced safety redefine the school bus experience

The Government is taking another step forward in the digital transformation of education and smart public services. Starting this Thursday, the Ministry of Institutional Relations, Education and Universities will launch a new school transport management application as a pilot project, enabling real-time route tracking and digital attendance control for students using school buses.

By integrating vehicle geolocation, student check-in data and live backend monitoring, the platform upgrades a traditional transport service into a fully data-driven and visualized “smart school transport system”. It delivers a safer, more transparent and more efficient experience for families, schools and public authorities alike.

According to Secretary of State for Education Josep Anton Bardina, “We are transforming school transport from a simple logistics service into an information-driven service. Parents no longer have to wait passively; they can access real-time data to know exactly where their children are, which significantly increases peace of mind.”

Following the amendment of the School Transport Service Regulation approved by the Council of Ministers, the system now includes real-time vehicle tracking throughout the journey, as well as digital verification of students boarding and leaving the bus. All data collection and usage fully comply with the current Data Protection Act, ensuring the highest standards of security, legality and privacy protection.

During the pilot phase, the platform will be gradually deployed across all 40 school bus routes, starting with the longest ones. Bus attendants will record attendance in real time using mobile devices provided by the Government, while the School Transport Service will be able to monitor vehicle movements directly through the system. This represents a major improvement over the previous model, which relied on manual phone calls to transport companies to obtain status updates.

The ultimate goal of the platform is to serve families directly. Once the pilot phase is completed, access will be opened via a dedicated mobile app, allowing parents to check bus locations, route progress and their children’s travel records at any time. Prior to deployment in each school, families will receive detailed information from the school on how the application works and how to access it.

As explained by Albert Maluquer, Director of the Department of Educational Systems and International Relations, the rollout follows a clear timeline through to the end of the school year. “The first month will be an internal stabilization phase, during which the administration will closely monitor the system and correct any issues. From March onwards, we expect to gradually open the app to families in the schools where testing has been completed.”

The objective is to complete the current school year with 100% of kindergarten and primary school routes fully tested and the platform accessible to the families of the 1,500 students who use school transport. The system is expected to be fully operational for all users in the 2026–2027 school year.

School transport is an optional public service provided by the Government for pre-compulsory, compulsory and certain post-compulsory education students. With this digital upgrade, the service not only improves operational efficiency but also delivers a significant leap forward in safety, transparency and trust between families and institutions.

Le Gouvernement franchit une nouvelle étape dans la numérisation de l’éducation et le développement des services publics intelligents. À partir de ce jeudi, le ministère des Relations institutionnelles, de l’Éducation et des Universités met en service, à titre de projet pilote, une nouvelle application de gestion du transport scolaire permettant le suivi en temps réel des itinéraires et le contrôle numérique de la présence des élèves.

En combinant la géolocalisation des véhicules, l’enregistrement de la présence des élèves et une supervision en temps réel depuis une plateforme centrale, ce dispositif transforme un service traditionnel en un véritable « système de transport scolaire intelligent ». Il améliore significativement la sécurité, la transparence et l’efficacité au bénéfice des familles, des établissements scolaires et de l’administration.

Le secrétaire d’État à l’Éducation, Josep Anton Bardina, souligne : « Nous faisons évoluer le transport scolaire d’un simple service logistique vers un service fondé sur l’information. Grâce aux données en temps réel, les familles peuvent suivre les déplacements de leurs enfants et gagner en tranquillité d’esprit. »

À la suite de la modification du Règlement du service de transport scolaire approuvée par le Conseil des ministres, le système intègre désormais le suivi en temps réel des véhicules tout au long des trajets ainsi que la vérification numérique de la montée et de la descente des élèves. La collecte et l’utilisation des données respectent strictement la législation en vigueur en matière de protection des données, avec des garanties maximales en matière de sécurité et de confidentialité.

La phase de test sera déployée progressivement sur l’ensemble des 40 lignes de transport scolaire, en commençant par celles dont les trajets sont les plus longs. Les accompagnateurs effectueront l’appel en temps réel à l’aide de terminaux mobiles fournis par le Gouvernement, tandis que le Service du transport scolaire pourra suivre directement les bus via la plateforme. Ce système remplace avantageusement le fonctionnement antérieur, qui reposait sur des contacts téléphoniques avec chaque compagnie de transport.

L’objectif final est de faire de cette application un outil pratique pour les familles. Une fois la phase pilote achevée, l’accès sera ouvert via une application mobile dédiée, permettant aux parents de consulter à tout moment la position des bus, l’avancement des trajets et l’historique de transport de leurs enfants. Avant le lancement dans chaque établissement, les familles recevront une communication détaillée de la part de l’école expliquant le fonctionnement et l’accès à l’application.

Comme l’a précisé Albert Maluquer, directeur du Département des systèmes éducatifs et des relations internationales, le déploiement suivra un calendrier précis jusqu’à la fin de l’année scolaire. « Le premier mois sera consacré à une phase de rodage interne, durant laquelle l’administration supervisera le système afin de corriger d’éventuelles anomalies. À partir du mois de mars, l’ouverture progressive de l’application aux familles pourra débuter dans les centres ayant participé aux tests. »

L’objectif est de terminer l’année scolaire avec 100 % des lignes de maternelle et de primaire entièrement testées et la plateforme accessible aux familles des 1 500 élèves utilisant le transport scolaire. Le système devrait être pleinement opérationnel pour l’ensemble des usagers à partir de l’année scolaire 2026-2027.

Le transport scolaire est un service public optionnel proposé par le Gouvernement. Grâce à cette évolution numérique, il gagne non seulement en efficacité opérationnelle, mais aussi en sécurité, en transparence et en confiance pour les familles.
