when部分是非限定性定语从句，修饰2002：

corporate vt. 公司的；法人的；共同的。—— corporation n. 大公司；企业。
an部分是nuclear power plant的同位语，进一步说明。

【逻辑梳理】这里是说，2002年安特吉买下这家核电站是有条件的，必须要获得政府的同意，当时，政府允许它经营10年（2002—2012）。十年以后，如果它还想继续经营，那么，当时的安特吉承诺，必须要获得州监管人员的同意。就是当时的安特吉同意了这个条件以后，那么，它才能买下这家核电站。（你可能觉得，有钱还不准买，什么政府。但是，那个是核电站，是 “核” ，出了问题谁也扛不起。不是沃尔玛里面的白菜，有钱就可以买。）
③In 2006, the state went a step further, requiring that any extension of the plant’s license be subject to Vermont legislature’s approval.在2006年，佛蒙特州又提出，该核电站能否延期经营要获得佛蒙特州立法机关的批准。
the state指弗尔蒙特州
go a step further：进一步；向前一步。
requiring部分是分词做状语，可以写成非限定性定语从句：
requiring that any extension of the plant’s license be subject to Vermont legislature’s approval.
that后面是宾语从句：any extension of the plant’s license be subject to Vermont legislature’s approval.
extension n. 延期；延长期限。比如：an extension of contract 合同延期。
license n. 经营许可证。
be subject to：服从...。（这里用了虚拟语气，在require；suggest；request这样的表示：“要求” 的及物动词后面的宾语从句，要用虚拟语气，并且should可以省略）
legislature n. 立法机关；议会
【逻辑梳理】这里的any extension of the plant’s license就是上一句说的：“permission from state regulators to operate past 2012.”。所以，这件事是这样的，2002年，安特吉买下了核电站，条件是，它可以经营十年（2002—2012），如果，2012年以后，安特吉还想继续经营，那么，需要得到佛蒙特州管理人员（机构）的允许，才能继续经营（extension）。但是，没有等到2012年，2006年，佛蒙特州做出了进一步要求，即：如果2012年后，安特吉还想继续经营的话，不是要得到管理人员（机构）的允许，而是要获得佛蒙特州议会（立法机关）的允许（其实就是要求更严了）。
④Then, too, the company went along.当时，该公司也无异议（当时（2006），安特吉公司也同意了）。
改写一下这句话：Then, the company went along too.
go along：同意。
then adv. 当时，那时。
总结：第三段是说，安特吉这件事情的缘由，是2002年，这家公司收购了一个核工厂，并且，收购时是有条件的，即，在2012后，必须要获得监管机构（regulator n. 监管人；监管机构）的允许，才能继续经营。但是，2006年的时候，州政府又提出新要求，即，它的继续经营要获得立法机构的同意（approval）。2002和2006年提出的两次要求，安特吉都答应了。
