AI公司的护城河究竟在哪里——从Jensen Huang的倡议书一瞰

昨夜,NVIDIA的CEO Jensen Huang开通了自己的社交媒体,并且同时放出一份由多家科技公司和机构联署的政策倡议书Open Weights and American AI Leadership。它主张美国应支持开放权重模型——即用户可以下载模型参数在自己的设备运行的模型。并且在文章中阐述了原因和理由,那我们就先一睹为快!

In the 1980s, early open-source software pioneers challenged the prevailing belief that software would advance only if companies kept tight control over their code. This movement pushed for a transparent ecosystem where developers around the world could study, modify, and improve software. Software developed by the open-source community now supports most of the internet and underlies systems used by the world's largest technology companies, as well as the U.S. military and federal agencies conducting scientific research, cybersecurity, and other critical missions. Open source did more than lower the cost of software; it created a shared foundation of knowledge on which generations of American engineers and entrepreneurs built their institutional sovereignty(独立自主).

The United States now faces a similar choice with artificial intelligence. Our AI leadership will be judged not by one frontier AI model, but by whether the United States builds a strong, open ecosystem that diffuses(弥漫) into every sector. This is essential for creating opportunities for innovation and prosperity across the country. It requires expanding access to AI, encouraging competition, robust application layers, and giving Americans greater control over the technology they rely on. Open-weight models—AI models that anyone can download, inspect, modify, and run on their own infrastructure—are an important part of that foundation because they make advanced AI more accessible, adaptable, and widely available.

Open weights expand access to the AI economy. Startups, established businesses, universities, and public institutions can build on advanced models without training one from scratch(从零开始) or paying frontier-model prices for every task. Open weights let every organization match the right model to the right job at the right cost, reserving frontier-scale capability for genuine frontier problems and running efficient(reserve A for B:表示把A留给B使用), specialized models everywhere else. That discipline is what will make AI economically sustainable as its use scales into the billions of everyday tasks. America wins the AI era by diffusing it into the workflows of factories, hospitals, farms, classrooms, and main street businesses.

Open weights also strengthen competition and competition is what keeps the gains of AI broadly shared rather than concentrated in a few hands. By allowing many organizations to build, adapt, and deploy advanced models, open weights create rivalry not only among model developers but across cloud, chips, applications, and services. That competition spurs(刺激) innovation, drives down costs(降低成本), and distributes the benefits of AI broadly across our economy.

Open weights also give customers greater control. As organizations invest in AI, they want to know that they will not become locked into a single provider or lose the knowledge and capabilities they build over time. Open-weight models help provide that assurance by allowing organizations to control their own data, evaluate and adapt models to their own needs, and deploy(部署) them wherever their business requirements demand. And as organizations create value with AI, open weights allow them to own that value through self-improving models, specialized capabilities, and accumulated knowledge that drive American sovereignty and prosperity.

To be sure, open weights carry real and distinct risks. Once released, the weights are beyond the original developer's control, and modified versions are difficult to trace or reverse. But the right response to this risk is not to prohibit open weights. In a world where cybersecurity attackers use advanced AI, defenders need access to models with comparable capabilities so they can detect, simulate, and respond to emerging threats. Open models broaden defensive capability, increase transparency, and allow vulnerabilities to be discovered and remediated across many teams.

In fact, openness may be one of the most important paths to AI safety and security. Relying solely(仅仅) on closed models is not inherently safe: they can be breached, misused, or fail in ways that outsiders cannot detect. And concentrating advanced AI capabilities behind a small number of closed models compounds(使...加重) that risk. It results in a small number of single points of failure, weakens competition, and leaves critical technology in the hands of a few providers. Open-weight models, on the other hand, allow a broad community of researchers and developers to examine their behavior, identify vulnerabilities, develop safeguards, and improve them over time.

Just as open-source software demonstrated that transparency can be more secure than obscurity(不透明), AI safety may depend on giving more people the ability to test and strengthen the models on which society relies. It allows for rigorous(严格的) benchmarking and evaluation, red teaming, and protections tied to real and demonstrated harms rather than assuming that closed systems are safer by default.

A strong AI ecosystem is not a foregone conclusion. Policymakers have an important opportunity to act. This includes expanding access to compute for startups and researchers, investing in shared training assets (datasets, tools, evaluation frameworks), and keeping the frontier plural(多元的) by avoiding premature restrictions on open models that stifle(扼杀) competition or drive innovation overseas. These measures must also look at how strong application layers can expand sovereign use of AI across the economy.

Policymakers should be careful not to conflate(混为一谈) legitimate model-development techniques with misappropriation. Distillation(蒸馏), or the practice of using one model's outputs to help train or improve another, is a widely used technique for model improvement, evaluation, and validation. By contrast, unlawful efforts to extract value from closed models raise legitimate concerns. Those concerns should be addressed through targeted legal and commercial frameworks rather than sweeping restrictions on techniques that play an important role in AI innovation.

这封倡议书到底真正想聊什么

Open Weights and American AI Leadership的目的是影响监管者和市场的判断:不要过早限制开放权重模型、模型蒸馏和企业私有部署。

事实上,倡议书表面上在谈开放。它说开放权重能降低 AI 成本、增强竞争、减少供应商锁定、提高安全性,并让 AI 进入工厂、医院、农场和中小企业。

但这封倡议书真正争取的是另一件事:未来 AI 的价值不能只集中在少数闭源模型公司的 API 上。企业不应只能租用智能,还应拥有部署、改造和切换模型的能力。

这本质是一场利润分配的讨论。模型权重是否开放,会影响硬件公司卖多少算力,模型公司能否维持高价,应用公司能否降低成本,也会影响企业数据、工作流和客户关系最终由谁掌握。

下面我们将从三个角度来讨论 AI 的故事。

硬件:最先赚到钱,也背着最重的资产

硬件层包括 GPU、AI 芯片、服务器、网络、存储、数据中心和电力。无论最终使用的是闭源模型还是开放模型,训练和推理都需要计算资源。模型可以换,应用可以换,算力需求不会凭空消失。

NVIDIA 是最典型的例子。其 FY2026 收入为 2,159 亿美元,同比增长 65%;整体毛利率为 71.1%;数据中心收入达到 1,937 亿美元,同比增长 68%。这些数字说明,目前 AI 产业中最确定的一部分收入,仍然流向提供计算资源的公司。

但 NVIDIA 的生意并不只是需求越高越好。它高度依赖大型云厂商、模型公司和 AI 云公司持续扩大资本开支。客户一旦延后数据中心建设、强化自研芯片,或者受到出口限制影响,订单就可能波动。NVIDIA FY2026 毛利率同比下降 3.9 个百分点,也说明当产品从单纯卖 GPU 转向提供更复杂的 Blackwell 数据中心系统时,收入增长和利润率提升并不会总是同步发生。

CoreWeave 代表另一种算力生意。它不设计芯片,而是采购 GPU、建设 AI 集群,再把算力和云服务租给模型公司与企业。CoreWeave 2025 年收入为 51.31 亿美元,收入积压合同达到 668 亿美元;但全年净亏损为 11.67 亿美元,净利息支出为 12.29 亿美元。 

这组数据很有代表性。合同多、收入增长快,并不等于这门生意已经轻松赚钱。AI 云公司需要提前买卡、锁电力、建数据中心,并承担折旧和融资成本。它们真正需要关注的点在于设备利用率能否长期维持,合同能否兑现,资产产生的现金流能否覆盖成本。

开放权重若被更广泛接受,对硬件层总体偏利好。模型可以被更多企业下载和部署,会增加推理需求。NVIDIA 支持开放权重,核心在于它希望 AI 从少数云平台的集中服务,扩散为更多行业的基础能力。

当然,模型效率提升会压低单次推理所需的计算量。硬件公司真正押注的是另一件事:调用成本下降后,企业会把更多过去不值得自动化的小任务交给 AI,整体推理量的增长会超过单次计算量的下降。

模型层:收入增长很快,但开放生态有搭便车问题

模型层包括闭源模型 API、个人与企业订阅、私有部署、托管推理,以及开放权重模型的微调和支持服务。它卖的是通用语言、推理、代码和多模态能力。

Anthropic 的数据能说明这一层的吸引力。2026 年 5 月,Anthropic 融资后的估值达到 9,650 亿美元,并披露年化收入为 470 亿美元。估值约为 20.5 倍 P/ARR,反映资本市场相信模型公司还能继续高速增长,并且未来可能形成更好的利润率。

问题是,模型公司不像传统 SaaS。客户每多使用一次模型,公司就会增加推理成本;为了不被竞争对手赶上,公司还要持续投入训练、数据和研究人员。事实上,包括 Anthropic 在内的大型 AI 公司仍在亏损。模型公司可以有很高 ARR,却未必已经形成高利润。

因此,倡议书所强调的开放权重会让这个矛盾更明显。

对于闭源模型公司来说,开放权重模型会在大量普通任务上形成价格约束。企业处理一些简单的问题时,不一定需要最强模型。只要开放模型达到够用的水平,企业就会更看重成本。

闭源模型不会消失。Stanford 的 2026 AI Index 显示,截至 2026 年 3 月,最强闭源模型仍领先最强开放模型约 3.3%。复杂推理、尖端编程和高风险决策仍可能愿意为闭源模型付费。

但市场会逐渐分层。前沿闭源模型留在高难度任务上收费;开放模型承担高频、低成本、可私有部署的工作。倡议书中“为合适的任务匹配合适的模型和合适的成本”,本质上就是在推动这种分层。

不过,倡议书回避了一个更难的问题:如果开放权重成为主流,谁来为下一代真正前沿的模型买单?

训练接近前沿的模型,需要数亿美元甚至更高投入。模型权重一旦公开,其他公司可以使用,甚至以更低价格向客户提供服务。下游用户从中受益,原始开发者却未必能从每一次使用中获得回报。

这就是开放生态的“搭便车”困境。每个人都希望有免费、稳定、不断更新的共享模型,但共享地基本身不会自动得到资金。

以Meta为例,Meta 的商业闭环与一般模型公司不同。它发布开放权重模型,不一定要求模型部门直接赚钱。模型可以强化开发者生态、改善推荐与广告能力、也可以支持硬件战略。对 Meta 来说,模型投入可以被整个商业体系吸收。

而Mistral这类模型公司更接近另一种方式:通过开放权重获取开发者和品牌,再向企业出售 API和技术服务。这种模式能否长期覆盖下一代模型的训练成本,仍然没有得到充分证明。

因此,开放权重的上限不只取决于模型能力,也取决于商业反哺能力。模型开发者如果不能通过云服务、企业支持、硬件、订阅获得持续收入,开放模型可能长期只能竞争在足够好的区间;最昂贵、最前沿的模型仍会留在闭源体系里。

倡议书强调开放权重给下游带来的好处,却没有解释谁承担前沿训练失败的风险,谁为持续更新模型和维护生态付费。

应用层:工作流重要,数据飞轮更难复制

应用层包括 AI 办公工具、代码工具、客服、金融、医疗、法律、制造和教育软件。它离客户最近,也最接近真正的业务预算。

但有了 AI 不等于能形成长期收入。一个 AI 产品可能很快获得用户和 ARR,却不一定有高质量收入。如果每增加一元收入,都要把很多成本交给模型和云厂商;如果客户很容易换成另一家应用或另一种模型;如果产品只是一个聊天界面,它就很难形成稳定利润。

ServiceNow 是典型的例子。作为TRUMP总统投资标的之一,它不是从零开始卖聊天机器人,而是在原本的 IT 服务、HR、客服和工作流系统上加入 AI。2026 年第二季度,ServiceNow 的订阅收入为 38.77 亿美元,同比增长 24.5%;AI 年合同价值突破 10 亿美元,剩余履约义务达到 290 亿美元。

这些数字说明,企业愿意为 AI 付钱,但往往不是为了一个独立模型,而是因为 AI 已经能嵌入已有软件和预算。ServiceNow 的优势主要是它掌握了企业内部处理结果的数据,也连接了企业原本就在使用的流程。

工作流当然是壁垒,但还不是最重要的一层。界面可以模仿,流程也可以复制,底层模型更可以替换。更难复制的是企业在日常使用中持续产生的数据。

一个企业系统运行得越久,就越了解哪些问题经常发生、谁能处理、哪些处理方式有效、什么情况必须转人工。这些数据会被用于评测和改进智能体行为。系统使用得越多,数据越丰富,效果越容易提高,客户也越愿意扩大使用。这就是数据飞轮。

开放权重会让模型逐渐接近水电煤。企业不必自己发电,但谁都可以买电。真正稀缺的是拥有稳定生产流程、持续产生数据并能把数据转化为决策的人和系统。

不过,历史业务数据里会有错误和缺失记录。如果企业把这些数据直接喂给模型,系统可能会把旧错误自动放大。因此,真正有价值的数据飞轮是能持续进行数据评测和纠错。

应用层的定价也会因此变化。传统 SaaS 喜欢按账号收费,但智能体如果能完成原本由多人处理的工作,客户会要求按任务、按流程甚至按结果收费。BCG 指出,随着模型成本下降,AI 软件若继续完全依赖传统按席位收费,收入可能被压缩;更合理的方向是将定价与客户的业务结果绑定。

但是事实上,这并不容易。按结果收费意味着先定义结果,还要明确模型出错时谁承担损失。很多公司会宣传自己卖的是结果,实际仍主要按账号或调用量收费,因为它们暂时无法承受全部业务风险。

这四家公司放在一起,可以看出不同层的根本区别。

硬件公司看的是供给稀缺和资产回报;AI 云公司看的是利用率、融资成本和长期合同;模型公司看的是推理毛利能力差距;应用公司看的是客户续费率和业务价值。

因此,开放权重倡议书若逐渐影响监管和企业采购方向,影响也不会一样。对NVIDIA 和 CoreWeave 这类硬件与算力公司,它更可能扩大总推理需求;对 Anthropic 这类模型公司,它会扩大市场但压低普通能力的价格;对 ServiceNow 这类应用平台,它提供了更多模型选择和更低成本,但也让客户更容易要求真实 ROI,而不是只为AI 功能买单。

中美差距:不只是模型能力差距

Jensen Huang在这个时间节点发出这样一份倡议书或许和Kimi K3发布有关,我们不得而知。不过中美 AI 竞争也让这封倡议书显得更紧迫。

美国的优势依然很明显。资本、先进算力、芯片、云平台、顶级模型实验室和全球企业软件生态都更强。Stanford 的统计显示,2025 年美国私人 AI 投资约为 2,858.8 亿美元,中国约为 124.1 亿美元,按这一口径相差约 23 倍。 

但最佳模型之间的能力差距已经缩小。Stanford 的数据中,最强美国模型对最强中国模型的优势约为 2.7%。中国模型还具有成本更低、发布更快、开放权重比例更高的特点。

BCG 的比较显示,2026 年 5 月,中国头部模型 Kimi K2.6 的价格约为每百万 token 1.71 美元,美国头部 GPT5.5 的价格约为 11.25 美元。不同模型不能只按价格比较,但这种价差足以改变许多成本敏感任务的采购选择。 

这意味着,中美竞争正在从谁训练出最强模型,转向谁的模型和部署方式成为更多开发者与企业的默认选择。

美国拥有最强的一批闭源模型,但闭源模式也限制了扩散速度。模型只能通过 API 使用,价格较高,企业数据也更难完全留在内部。中国如果持续发布性能接近、成本更低、可以下载部署的开放权重模型,就有机会让全球开发者、企业和第三方国家围绕这些模型建立工具、云服务和应用。

模型一旦成为基础,后续的内容都会跟着积累。这是一种技术生态的影响力,不只是一次模型发布的胜负。

回到倡议书

因此,这封倡议书真正想讨论的,并不只是模型权重能否公开。

它希望美国在闭源前沿模型之外,也拥有强大的开放权重生态。这样,企业不会只能租用智能;NVIDIA 和算力公司能获得更广的部署需求;企业软件公司可以在模型之上卖工作流;应用公司则能用更低成本进入数据敏感行业。

它当然服务于签署者的商业利益。NVIDIA 希望更多推理发生,云和企业软件公司希望更多组织部署 AI,开放模型公司希望监管不要封死自己的路径,投资机构希望更多创业公司能在模型之上做产品。

但它提出的矛盾也是真实的:如果模型过度封闭,AI 的价值可能集中在少数 API 供应商;如果模型过度开放,而缺少商业反哺,上游又可能没有足够动力持续投入下一代前沿模型。

开放权重不是终点。它需要一个能让模型开发者、硬件公司、企业客户和应用公司都获得回报的商业闭环。

最后,AI 产业的价值不会平均分配。硬件层要证明重资产投入能带来长期资本回报;模型层要证明收入增长能超过推理和训练成本;应用层要证明自己拥有的是数据、工作流和客户信任。

模型会越来越像基础能力。真正稀缺的,是谁有能力持续为这块共享地基付钱,谁又能把真实业务数据转化为长期价值。
