It + be + 被强调部分 + that/who + 从句
核心判定口诀
去掉 It be … that/who，句子完整通顺即为强调句
核心规则
1. It 无实义，固定不变
2. 现将时用 It is，过去时用 It was
3. 强调人：who/that 通用
4. 强调事/时/地/因：只用that，禁用when/where/why
5. 可强调主/宾/状语，不强调谓语
