Seafarers’ accommodation on board is a dedicated living area designed to ensure sailors have a safe, comfortable and hygienic resting environment during the voyage. All crew members must abide by the ship’s accommodation management regulations to maintain a good living order. The accommodation areas include crew cabins, public rest rooms, corridors, laundry rooms, bathrooms and recreation rooms. Each crew member is assigned an independent cabin or shared cabin according to the ship’s configuration, crew rank and international maritime conventions. Senior officers, including captain, chief officer, chief engineer and second engineer, are entitled to single cabins with independent toilet and balcony in most commercial vessels. Ordinary seafarers live in shared cabins with two or four berths, which are equipped with complete living supporting facilities.

船舶船员起居区域是专为船员打造的生活区域，旨在保障船员在航行期间拥有安全、舒适、卫生的休息环境。全体船员必须严格遵守船舶起居管理规定，维持良好的生活秩序。起居区域包含船员卧室、公共休息室、走廊、洗衣房、洗浴间及娱乐活动室。船舶会根据船体配置、船员职务及国际海事公约要求，为每位船员分配独立卧室或合住卧室。船长、大副、轮机长、二管轮等高级船员，在绝大多数商用船舶中均配备带独立卫生间和观景阳台的单人卧室。普通船员居住在双人或四人合住卧室，房间配备齐全的生活配套设施。

Every crew cabin is equipped with standard living facilities, including berth with anti-slip and shockproof mattress, wardrobe, desk, chair, storage cabinet, reading lamp, ventilation system and temperature adjustment device. All cabins are installed with sound insulation and heat insulation materials to reduce the impact of ship vibration, engine noise and external temperature changes on crew rest. The cabin ventilation system operates 24 hours a day to ensure fresh air circulation and avoid stuffiness and peculiar smell. The air conditioning system can adjust the indoor temperature freely according to the external marine climate, adapting to the high temperature in tropical sea areas and low temperature in polar and high-latitude sea areas.

所有船员卧室均配备标准化生活设施，包含带防滑防震床垫的床铺、衣柜、书桌、座椅、储物柜、护眼台灯、通风系统及温度调节装置。船舱全部加装隔音、隔热材料，最大程度降低船舶震动、机舱噪音和外界气温变化对船员休息的影响。卧室通风系统24小时不间断运行，保障室内空气流通，杜绝闷热、异味问题。空调系统可根据海上外部气候自由调节室内温度，适配热带海域高温、极地及高纬度海域低温等不同航行环境。

Crew members are responsible for the daily cleaning and maintenance of their own cabins. It is required to keep the cabin tidy at all times, with personal clothes, bedding and articles placed in a standardized manner. Bedding needs to be tidied up every morning, and the ground, desktop and cabinet surfaces should be cleaned regularly to keep no dust and sundries. It is forbidden to pile sundries, flammable and explosive articles in the cabin, and no private wiring or electrical equipment modification is allowed, so as to eliminate potential fire and safety hazards. After the voyage or during crew replacement, crew members shall sort out personal articles thoroughly, clean the cabin completely, and hand over the cabin in intact and clean condition to the next crew.

船员需负责个人卧室的日常清洁与维护，保持房间时刻整洁有序，个人衣物、被褥、生活用品规范摆放。每日晨起整理床铺，定期清扫地面、桌面、柜体表面，确保无积尘、无杂物堆积。卧室内严禁堆放杂物及易燃易爆物品，禁止私拉电线、私自改装电器设备，杜绝火灾及安全隐患。航次结束或船员换班时，船员需彻底整理个人物品，全面清洁卧室，将完好、整洁的房间交接给下一班船员。

1.3 Public Living Area Management

The public living areas of the ship include corridors, staircases, public bathrooms, laundry rooms, recreation rooms and pantries. All public areas are managed by full-time crew on duty, with daily fixed cleaning and disinfection work to ensure environmental hygiene. Corridors and staircases shall be kept unobstructed at all times, without stacking any goods, tools or personal sundries, to ensure smooth passage and emergency evacuation. Public bathrooms are equipped with hot and cold water supply system, shower facilities and disinfection equipment. The water supply time is formulated according to the ship’s schedule, and crew members shall take a bath in an orderly manner and keep the bathroom clean after use.

船舶公共起居区域包含走廊、楼梯间、公共洗浴间、洗衣房、活动室等。所有公共区域由专职值班船员负责管理，每日定时清洁、消毒，保障环境卫生。走廊、楼梯间全程保持畅通，严禁堆放货物、工具及个人杂物，确保日常通行及紧急疏散无障碍。公共洗浴间配备冷热供水系统、淋浴设施及消毒设备，船舶根据航行作息统一规定供水时间，船员有序洗浴，使用后自觉保持环境整洁。

The ship’s recreation room is equipped with TV, audio equipment, books, fitness equipment and entertainment supplies, providing crew with leisure and relaxation space after work. Crew members can carry out reading, fitness, entertainment and other recreational activities in their spare time to relieve navigation fatigue and adjust physical and mental state. It is stipulated that no loud noise, noise-making or excessive entertainment that affects others’ rest is allowed in the recreation room. All entertainment facilities shall be used in a standardized manner, and damaged equipment shall be reported to the ship’s management personnel in a timely manner. The laundry room is equipped with professional washing machines, dryers and ironing equipment, which are available for all crew members for free. Crew members shall use the equipment in accordance with the operating guidelines, avoid overloading the machines, and tidy up the laundry room after use.

船舶活动室配备电视、音响、书籍、健身器材及娱乐用品，为船员提供工余休闲放松的空间。船员可在业余时间开展阅读、健身、娱乐等活动，缓解航行疲劳、调节身心状态。活动室严禁大声喧哗、吵闹，禁止过度娱乐影响他人休息，所有娱乐设施规范使用，设备损坏需及时上报船舶管理人员。洗衣房配备专业洗衣机、烘干机、熨烫设备，全体船员可免费使用。船员需按照操作规范使用设备，避免机器超载，使用完毕后整理好洗衣房环境。

1.4 Rest Schedule Management

In accordance with the requirements of the Maritime Labour Convention (MLC), the ship formulates a scientific and standardized rest schedule for crew members to ensure that everyone has sufficient rest time and avoid long-term overwork. The daily rest time of seafarers shall not be less than 10 hours, and the rest time can be properly adjusted according to the navigation operation tasks, but the cumulative rest hours within 24 hours shall not be less than the standard requirement. The ship implements shift work system, and crew members shall strictly abide by the shift schedule, take over and hand over shifts on time, and shall not be late, leave early or absent without reason.

船舶严格遵循《海事劳工公约》（MLC）要求，制定科学规范的船员作息制度，保障每位船员拥有充足休息时间，杜绝长期超负荷工作。船员每日休息时长不低于10小时，可根据航行作业任务适当微调，但24小时内累计休息时长不得低于标准要求。船舶实行轮班工作制，船员严格遵守排班作息，按时交接班，不得迟到、早退、无故缺勤。

During the rest period, crew members shall arrange their personal rest and leisure reasonably. It is forbidden to gather together to drink, gamble or engage in illegal and irregular activities that violate ship regulations. For night shift crew members, the ship will arrange corresponding rest protection measures, requiring all crew members to keep quiet during the daytime rest period of night shift staff, so as to ensure night shift crew can get effective rest. The ship management department will regularly inspect the crew’s rest status, supervise the implementation of the rest system, and protect the basic rest rights and interests of seafarers.

休息时段内，船员合理安排个人休息与休闲，严禁聚众饮酒、赌博及开展各类违规违纪活动。针对夜班值班船员，船舶制定专项休息保障措施，要求全体船员在夜班人员日间休息时段保持安静，确保夜班船员能够有效休养。船舶管理部门定期检查船员作息落实情况，监督休息制度执行，保障船员基本休息权益。

Chapter 2 Crew Catering Management 

第二章 船员伙食管理

2.1 Catering Management System

Ship crew catering management is an important part of seafarers’ life guarantee, directly affecting crew’s physical health, work state and navigation safety. All ship catering work follows the principles of safety, hygiene, nutrition, diversification and moderation, and complies with international food safety standards and ship catering management specifications. The ship is equipped with full-time cooks and catering management personnel, who are responsible for daily food procurement, storage, processing, production and dining environment management. The catering staff must hold valid health certificates and professional catering operation certificates, and receive regular food safety training and professional skill assessment.

船舶船员伙食管理是船员生活保障的核心内容之一，直接关系船员身体健康、工作状态及航行安全。船舶所有伙食工作遵循安全、卫生、营养、多样、适度的原则，严格符合国际食品安全标准及船舶伙食管理规范。船舶配备专职厨师及伙食管理人员，负责日常食材采购、储存、加工制作及就餐环境管理。伙食工作人员必须持有有效健康证及专业餐饮操作证书，定期参加食品安全培训及专业技能考核。

2.2 Food Procurement and Storage

Ship food procurement is carried out in strict accordance with the voyage plan and crew number. Before each voyage, the catering department will count the reserve food, formulate a detailed procurement list, and purchase fresh vegetables, fruits, meat, seafood, grain, oil, condiments and daily catering supplies through formal and qualified suppliers. All purchased food materials must pass strict quality inspection, with complete quality certificates, no deterioration, no mildew, no expired and unqualified food. For long-distance ocean voyages, the ship will reserve sufficient freeze-dried food, frozen food and durable grain and oil to ensure continuous food supply during the long voyage.

船舶食材采购严格根据航行计划、船员人数统筹开展。每航次开航前，伙食部门盘点储备食材，制定详细采购清单，通过正规资质供应商采购新鲜蔬菜、水果、肉类、海鲜、粮油、调料及各类伙食耗材。所有采购食材均经过严格质量检验，资质凭证齐全，无变质、发霉、过期不合格产品。针对远洋长途航行，船舶足量储备冻干食材、冷冻食材及耐储存粮油，保障长途航行期间伙食不间断供应。

The ship is equipped with special food cold storage, refrigerators, dry goods storage rooms and grain storage warehouses, which are classified and stored according to food attributes. Frozen meat and seafood are stored in low-temperature cold storage below -18℃ to ensure fresh preservation; vegetables and fruits are stored in refrigeration fresh-keeping warehouses to delay deterioration; grain, oil, dry goods and condiments are stored in dry and ventilated special warehouses to prevent moisture, mildew and insect infestation. The catering staff regularly inspect all stored food, sort out expired and deteriorated materials in a timely manner, record the inventory in detail, and implement the first-in first-out storage management mode to avoid food waste.

船舶配备专用伙食冷库、冰箱、干货储藏室、粮油仓库，根据食材属性分类存放。冷冻肉类、海鲜存放于-18℃以下低温冷库，保障食材新鲜；蔬菜水果存放于冷藏保鲜库，延缓变质；粮油、干货、调料存放于干燥通风的专用仓库，防潮、防霉、防虫害。伙食工作人员定期盘点所有储备食材，及时清理过期、变质物资，详细登记库存台账，实行先进先出的仓储管理模式，杜绝食材浪费。

2.3 Daily Diet Standard and Recipe Arrangement 

2.3 日常伙食标准与食谱安排

The ship implements unified crew diet standards, with balanced nutrition and reasonable collocation for three meals a day. The daily diet covers high-protein foods such as meat, eggs and milk, dietary fiber from vegetables and fruits, and staple foods such as rice, noodles and coarse grains, to meet the daily physical consumption and nutritional needs of crew members engaged in high-intensity navigation work. The catering department formulates weekly and monthly scientific recipes, regularly adjusts the diet structure, enriches food varieties, and avoids single and monotonous diet for a long time. For festivals and crew’s birthdays, the ship will arrange special meals and rich dishes to enrich crew’s offshore life.

船舶执行统一的船员伙食标准，一日三餐营养均衡、搭配合理。日常伙食涵盖肉蛋奶等高蛋白食材、蔬菜水果等膳食纤维以及米面杂粮等主食，充分满足船员高强度航海作业的日常体能消耗与营养需求。伙食部门制定周度、月度科学食谱，定期调整饮食结构，丰富菜品种类，避免长期饮食单一枯燥。每逢节假日、船员生日，船舶会安排特色加餐、丰富菜品，丰富船员海上生活。

In view of the particularity of marine navigation, the diet will be adjusted dynamically according to the sea conditions and climate. In stormy weather and rough sea conditions, easy-to-digest light meals are mainly provided to reduce crew’s physical discomfort caused by seasickness. In high-temperature sea areas, the ship will increase the supply of fruits, cool drinks and light dishes to relieve summer heat and replenish water and electrolytes consumed by the human body. In cold sea areas, high-calorie and high-protein foods are appropriately increased to help crew resist cold and maintain physical vitality.

结合航海作业特殊性，伙食会根据海况、气候动态调整。风浪较大、海况恶劣时，以清淡易消化餐食为主，缓解船员晕船带来的身体不适；高温海域航行时，增加水果、清热饮品及清淡菜品供应，消暑降温，补充人体流失的水分与电解质；寒冷海域航行时，适当增加高热量、高蛋白餐食，帮助船员抵御严寒，维持身体体能。

2.4 Dining Environment and Hygiene Management

The ship’s dining room is a special catering area for crew members, with clean and tidy environment, good ventilation and lighting conditions. The dining room is cleaned and disinfected before and after each meal to ensure no oil pollution, no residue and no peculiar smell. Dining tables, chairs, tableware and kitchen utensils are strictly disinfected at high temperature one by one to eliminate bacteria and viruses and prevent food-borne diseases. All tableware is placed in a classified and standardized manner, and special disinfection cabinets and storage cabinets are equipped to ensure the hygiene and safety of tableware.

船舶餐厅是船员专属就餐区域，环境干净整洁，通风、采光条件良好。餐厅每餐前后均进行清扫、消毒，确保无油污、无残渣、无异味。餐桌、餐椅、餐具厨具全部逐一经过严格高温消毒，杀灭细菌病毒，杜绝食源性疾病传播。所有餐具分类规范摆放，配备专用消毒柜、储物柜，保障餐具卫生安全。

Crew members shall abide by dining etiquette and regulations when dining in the dining room. It is required to queue up for meals in order, take food moderately according to personal appetite, and strictly put an end to food waste. No loud noise, quarrel or uncivilized behavior is allowed in the dining room. After dining, crew members shall take the initiative to clean up the table residues, place the tableware in the designated recycling area, and maintain the good dining environment. The kitchen implements closed management, and non-catering personnel are not allowed to enter without permission, so as to avoid affecting food production and causing hygiene and safety hazards.

船员餐厅就餐需遵守就餐礼仪及规章制度，有序排队取餐，根据个人食量适度取餐，坚决杜绝粮食浪费。餐厅内禁止大声喧哗、争吵及各类不文明就餐行为。就餐结束后，船员主动清理桌面残渣，将餐具放置指定回收区域，维护良好就餐环境。厨房实行封闭式管理，非伙食工作人员严禁擅自进入，避免影响餐食制作，引发卫生安全隐患。

Chapter 3 Labor Protection Management for Crews 

第三章 船员劳动保护管理

3.1 Labor Protection System and Responsibilities 

3.1 劳保制度与责任划分

Ship crew labor protection is a key work to protect the personal safety and physical health of seafarers during operation, which is implemented in strict accordance with national maritime labor protection laws, international shipping safety conventions and ship safety management systems. The ship has formulated a complete labor protection management system, clarified the labor protection responsibilities of ship management personnel, on-duty officers and ordinary crew members, and implemented hierarchical management and personal responsibility system. All crew members must receive pre-job labor protection training, master professional labor protection knowledge, safe operation specifications and accident prevention skills, and can only take up their posts after passing the assessment.

船员劳动保护是保障船员作业期间人身安全、身体健康的重点工作，严格依据国家海事劳动保护法规、国际航运安全公约及船舶安全管理体系执行。船舶制定完善的劳保管理制度，明确船舶管理人员、值班干部、普通船员的劳保职责，实行分级管理、专人负责制度。全体船员必须开展岗前劳保培训，掌握专业劳保知识、安全操作规范及事故防范技能，考核合格后方可上岗作业。

3.2 Labor Protection Equipment Allocation and Use

The ship is fully equipped with national standard labor protection articles suitable for marine operation characteristics, including safety helmets, anti-slip and anti-smash safety shoes, waterproof and oil-proof work clothes, life jackets, life buoys, goggles, dust-proof masks, gas masks, insulating gloves, anti-corrosion gloves and other special protective equipment. All labor protection articles are purchased through qualified manufacturers, with qualified quality and complete certificates, and meet the safety standards of marine special operations. The ship distributes labor protection articles to crew members regularly according to the post characteristics and operation needs, and establishes a detailed distribution and use ledger.

船舶足额配备符合国标、适配海上作业特点的劳动防护用品，包含安全帽、防滑防砸安全鞋、防水防油工作服、救生衣、救生圈、护目镜、防尘口罩、防毒面具、绝缘手套、防腐蚀手套等专项防护设备。所有劳保用品均由资质厂家采购，质量合格、证件齐全，符合海上特殊作业安全标准。船舶根据船员岗位特点、作业需求，定期为船员发放劳保用品，并建立详细的发放、使用台账。

Crew members must wear and use corresponding labor protection articles in a standardized manner during all on-board operations, including deck operation, engine room operation, cargo operation, mooring operation and high-altitude operation. When working on deck in windy and rainy weather, crew members must wear waterproof work clothes and non-slip safety shoes; when engaging in mechanical operation and cargo handling, they must wear safety helmets and anti-smash shoes; when carrying out welding, polishing and dust operations, they must wear goggles and dust-proof and gas-proof protective equipment; when engaging in electrical operation, they must wear insulating protective gloves and shoes.

船员在甲板作业、机舱作业、货物作业、系泊作业、高空作业等所有船上作业过程中，必须规范佩戴、使用对应劳保用品。风雨天气甲板作业，需穿戴防水工作服、防滑安全鞋；机械操作、货物装卸作业，必须佩戴安全帽、穿防砸鞋；焊接、打磨、扬尘作业，需佩戴护目镜、防尘防毒防护用具；电气作业，必须穿戴绝缘防护手套、防护鞋。

It is strictly forbidden for crew members to discard, damage or privately occupy labor protection articles. Daily maintenance and inspection of protective equipment shall be done well. Damaged, expired and failed labor protection articles shall be reported to the safety management department in a timely manner for replacement. The ship regularly inspects the use of crew labor protection articles, rectifies irregular use behaviors in a timely manner, and ensures that all protective measures are in place during operation.

船员严禁随意丢弃、损坏、私占劳保用品，做好防护设备的日常保养、检查工作，损坏、过期、失效的劳保用品及时上报安全管理部门更换。船舶定期检查船员劳保用品使用情况，及时整改不规范使用行为，确保作业期间各项防护措施落实到位。

3.3 Special Operation Labor Protection 3.3 特殊作业劳动保护

For high-risk special operations such as ship high-altitude operation, overboard operation, enclosed space operation, oil and gas operation and hot work, the ship implements more stringent labor protection management measures. Before special operations, special safety and labor protection disclosure shall be carried out to inform crew members of operation risks, protection key points and emergency disposal methods. Operation personnel must wear full set of special protective equipment, arrange special personnel for on-site supervision, and strictly implement operation approval procedures. Without approval and complete protection measures, no special operation shall be carried out.

针对船舶高空作业、舷外作业、密闭空间作业、油气作业、热工作业等高风险特殊作业，船舶执行更为严格的劳保管理措施。特殊作业前，开展专项安全劳保交底，告知船员作业风险、防护要点及应急处置方式。作业人员必须穿戴全套专项防护设备，安排专人现场监护，严格执行作业审批流程，未经审批、防护措施不到位，严禁开展特殊作业。

3.4 Occupational Health Protection 3.4 职业健康防护

The marine navigation environment is special, with long-term offshore operation, humid and salty marine climate, engine room noise, vibration and other special working environments, which may affect crew’s physical health. The ship focuses on crew’s occupational health protection, regularly carries out occupational health training, popularizes the prevention knowledge of marine occupational diseases such as noise hearing loss, rheumatism and skin diseases. For crew members engaged in high-noise engine room posts, the ship provides noise reduction earplugs and earmuffs, and regularly arranges post rotation to reduce long-term single environmental stimulation on the body.

海上航行环境特殊，船员长期离岸作业，海洋气候潮湿多盐，机舱存在噪音、震动等特殊作业环境，易对船员身体健康造成影响。船舶重点做好船员职业健康防护，定期开展职业健康培训，普及噪音性听力损伤、风湿、皮肤病等海上职业病预防知识。针对机舱高噪音岗位船员，配备降噪耳塞、耳罩，定期安排岗位轮换，减少长期单一环境对身体的刺激。

The ship regularly organizes crew occupational physical examinations, focusing on checking hearing, lung function, skin and physical indicators suitable for marine posts, to ensure crew’s physical conditions meet the navigation operation standards. For crew members with occupational discomfort and sub-health problems, the ship will arrange rest adjustment and targeted conditioning in a timely manner, and report to the shore-based management company for follow-up health intervention if necessary.

船舶定期组织船员职业体检，重点排查听力、肺功能、皮肤及适配航海岗位的身体指标，确保船员身体状况符合航行作业标准。针对出现职业不适、亚健康问题的船员，船舶及时安排休养调整、针对性调理，必要时上报岸基管理公司开展后续健康干预。

Chapter 4 Crew Medical Treatment and Health Security 

第四章 船员就医与健康保障

4.1 On-board Medical Facilities and Medical Equipment 

4.1 船上医疗设施与药品配置

All ocean-going and coastal operating ships are equipped with standard ship medical cabins, complete medical equipment and sufficient emergency medical drugs, complying with international ship medical security standards. The ship medical cabin is equipped with medical examination bed, stethoscope, blood pressure meter, thermometer, blood glucose meter, surgical scissors, bandaging supplies, disinfection equipment, first-aid stretcher, oxygen supply device and other conventional medical equipment, which can meet the needs of daily physical examination, common disease treatment and emergency first aid of crew members.

所有远洋、沿海作业船舶均配备标准化船舶医务室、齐全的医疗设备及充足的应急药品，符合国际船舶医疗保障标准。船舶医务室配备诊疗床、听诊器、血压计、体温计、血糖仪、手术剪刀、包扎用品、消毒设备、急救担架、供氧装置等常规医疗设备，可满足船员日常体检、常见病诊疗、突发急救需求。

Ship medical drugs are classified and stored in a standardized manner, including common cold medicines, anti-inflammatory drugs, antidiarrheal drugs, analgesics, anti-allergic drugs, trauma disinfection and hemostatic drugs, skin disease drugs, motion sickness medicines and chronic disease conditioning drugs. At the same time, it is equipped with emergency first-aid drugs for trauma, shock, hypoxia and other emergencies. All drugs are managed by special personnel, with detailed drug ledgers, regular inventory and replacement of expired drugs to ensure that all drugs are within the valid period and available at any time.

船舶医疗药品规范分类存放，包含感冒、消炎、止泻、止痛、抗过敏、外伤消毒止血、皮肤病、晕船、慢性病调理等常用药品，同时配备外伤、休克、缺氧等突发情况应急急救药品。所有药品专人管理，建立详细药品台账，定期盘点、更换过期药品，确保所有药品均在有效期内，随时可用。

4.2 Daily Health Care and Common Disease Treatment 

4.2 日常健康养护与常见病诊疗

The ship arranges special personnel to be responsible for crew daily health management, regularly popularize health knowledge, guide crew to develop good living and working habits, and prevent common marine diseases. During the voyage, crew members with physical discomfort can take the initiative to report to the ship’s medical management personnel, who will conduct preliminary diagnosis and treatment according to the symptoms. For common diseases such as cold, fever, cough, gastrointestinal discomfort, seasickness and skin inflammation, on-board medical personnel can complete independent diagnosis and treatment and guide crew to take medicine on time and rest reasonably.

船舶安排专人负责船员日常健康管理，定期普及健康知识，引导船员养成良好的生活作业习惯，预防海上常见病。航行期间，身体不适的船员可主动向船舶医疗管理人员报备，工作人员根据症状开展初步诊疗。针对感冒发烧、咳嗽、肠胃不适、晕船、皮肤炎症等常见病症，船上医护人员可独立完成诊疗，指导船员按时服药、合理休养。

The ship pays attention to the daily health conditioning of crew members, reminds crew to keep warm and prevent colds in low-temperature seasons, guides crew to replenish water and vitamins in high-temperature sea areas, and avoids heatstroke and physical decline.
