虚拟电厂在疆建设与应用.pdf截至 2025 年 6 月,全国可再生能源装机占比已达 59.2%,虚拟电厂成为新能源消纳核心支撑。新疆作为国家 “三基地一通道” 与大型清洁能源基地,现有虚拟电厂技术集中于中低压灵活性资源聚合,以大型新能源机组为主体的沙戈荒基地虚拟电厂技术仍待突破。新疆虚拟电厂无法照搬内地经验,需适配新能源集群广域分布、出力 “春秋大、冬夏小”、负荷冬夏双峰的区域特性。其核心价值在于破解省级统一调度与场站运行不匹配问题,通过调度指令精细化分配提升新能源利用小时数,同时接受统一调度规范涉网运行,强化电网安全。技术层面,新疆虚拟电厂采用三级控制架构,依托集控平台集成风光预测、调度控制、多站监测、电力交易、人机交互五大系统,实现源荷储资源优化配置。核心支撑技术已实现三大突破:基于并网点潮流与汇集站数据,完成等效阻抗、惯量、下垂系数实时辨识与在线监测;建立多形态时链场景数据时标对齐、融合校准体系,保障数据精度;创立 “有功 - 无功 - 频率 - 电压” 四维强耦合协同控制范式,抑制弱电网功率振荡,构建电力 - 通信联合仿真框架,量化通信延迟影响并实现延时抑制。政策端,国家明确 2027 年全国虚拟电厂调节能力达 2000 万千瓦、2030 年冲至 5000 万千瓦,新疆已明确虚拟电厂独立市场主体地位,推进市场化运营与调控平台搭建。当前学界已完成新能源装备惯量与频率支撑能力在线评估阶段性研究,新能源大基地虚拟电厂可通过集群协同调节,显著降低电网频率与电压偏差,提升新型电力系统稳定性。
