First,line up the digits.And there are 9 tens and 6 ones.

Second, we divide 9 tens into 4 groups of 2 tens and 1 ten left over.We write a 2 in tens place above 9.

Third,we regroup 1 ten as 10 ones with 6 ones, 16 ones divided by 4 is 4.We write a 4 in one place above 6.16-16=0,so no ones left over. 

Last,there are 2 tens and 4 ones.96 divided by 4 is 24.

We can use addition(+) or multiplication(x) to check our answer.

24 plus 24 plus 24 plus 24 is 96.

24 times 4 is 96.

24 police officers should go to each town.
