KGA Korea Declaration
Adopted May 27, 2026, Busan, Republic of KoreaAt the International Conference on KGA Conservation Program StrategyTheme: K-Geoheritage: Current Status and Future Perspectives
Preamble
Recalling the 50th Anniversary of the World Heritage Convention (D-50), and recalling IUCN Resolution 7.074 on Geoheritage and Protected Areas;Recognizing that geoheritage—rocks, minerals, fossils, stratigraphy, soils, landforms and all records of Earth’s 4.6-billion-year evolutionary and life history—is an irreplaceable, irreversible common heritage of all humankind;Alerted to accelerating climate disruption, industrial excavation, urban sprawl and unsustainable development that erode and permanently destroy global geoheritage sites;Affirming that geoheritage conservation is not an optional choice for nations, but a shared collective responsibility of the entire international community;Acknowledging the absence of a unified global standard system to identify, protect and manage globally significant geoheritage, and launching the Key Geoheritage Areas (KGA) initiative to fill this gap;Committing to interlink the KGA framework with the World Natural Heritage List, UNESCO Global Geoparks Network, and IUCN protected area standards to build a complete global geo-conservation governance system.
Core Commitments
1.Value Recognition & Permanent Protection ObligationsAll sovereign nations shall legally define geoheritage as shared human legacy, designate permanent protected red lines for high-value KGA sites, and enact dedicated national legislation prohibiting irreversible damage to geological records. Nations shall prioritize rescue conservation for at-risk geoheritage threatened by climate and development pressure.
2.Global Unified KGA Standard & Database ConstructionLed by the Republic of Korea, the international community shall co-establish unified global evaluation, certification and listing criteria for Key Geoheritage Areas. We commit to launching the World Database of Key Geoheritage Areas (WDKGA) by late 2026, a fully open digital archive shared with IUCN, IUGS and Global Geoparks Network, to archive, map and monitor all globally significant geoheritage sites worldwide.
3.2035 Global KGA Target & International Support MechanismWe set a shared global target: formally recognize 1,000 verified KGA sites across all continents by 2035. Developed nations and heritage authorities shall establish targeted technical and financial aid programs for developing countries, island nations and regions facing severe geoheritage loss, balancing socio-economic development and geological heritage preservation.
4.Cross-Border Academic & Institutional CooperationWe mandate regular joint transnational field surveys, academic exchange, technician training and joint restoration projects between geological surveys, heritage management agencies, IUGS and IUCN bodies. The Republic of Korea pledges to advance construction of the National Institute of Natural Heritage to provide long-term global training for geo-conservation practitioners.
5.Public Education & Balanced Sustainable UtilizationIntegrate geoheritage literacy into primary and secondary education curricula globally. Develop low-impact geotourism, geological science study routes and interpretive facilities to realize a balanced cycle of protection, science popularization and sustainable local economic growth. All KGA sites shall prioritize accessible public science outreach for youth and marginalized communities.
Closing Pledge
We, the undersigned representatives of national heritage administrations, IUCN, IUGS, Global Geoparks Network, geological academia and global conservation experts, solemnly adopt this KGA Korea Declaration, and vow to collectively advance global geoheritage protection for current and all future generations.

铭记世界遗产公约缔结50 周年(D-50),并回顾世界自然保护联盟(IUCN)《地质遗产与保护区》7.074 号决议;
认定岩石、矿物、化石、地层、土壤、地貌等记录地球46 亿年演化与生命历程的全部地质遗产,是人类不可替代、损毁后无法复原的共同财富;警惕气候危机加剧、矿产开采、城市无序扩张、不可持续土地开发正在持续侵蚀、永久损毁全球各地质遗迹;
明确地质遗产保护并非各国可选举措,而是全体国际社会共同肩负的责任;意识到全球缺少一套统一标准体系用于识别、保护、管理具备全球价值的地质遗产,因此发起“世界关键地质遗产区(KGA)” 行动填补空白;
