Protective electronic circuits (henceforth referred to as “PECs”) are defined as an “electronic circuit that prevents a hazardous situation under abnormal operating conditions” where “parts of the circuit may also be used for functional purposes”. This implies that, by definition, the PEC term can only be used when referring to electronic circuits relied upon for compliance with Clause 19. However, there are many examples as defined in Parts 2, typically in Clauses 20, 22, 24 and 32, where an electronic circuit may be relied upon for compliance performing some safety critical function in the end product, but not otherwise specified in a related Clause 19 requirement in the Parts 2. Currently, there is no suitable term defined for such an application. There are already several existing variations of the PEC equivalent requirements in comparison of the Parts 2. The reasoning behind this stems from the purpose of the function required in the Part 2. Requirements in a Part 2 for a primary function of the appliance, the failure of which (if it were to occur) would directly result in an unsafe condition, should likely require at least the full PEC equivalence. The tests are carried out with surge protective devices disconnected, unless they incorporate spark gaps. Clause 19.11.3 is not specifically required to be called out in the Parts 2, since the requirement wording has been specifically chosen to be technically equivalent to Clause 19.11.3, in that both require a safe test outcome when the specific safety-related functional test is performed in conjunction with the simultaneous electrical fault. Clauses 19.11.4.1 and 19.11.4.2, for electrostatic discharge and radiated fields respectively, can be applied to all constructions, whether or not connected to a mains supply. However, Clauses 19.11.4.3 to 19.11.4.7 can only apply to constructions with a direct mains supply. This means that for an isolated construction, such as a battery-operated mode of an appliance where there is no direct connection to mains, these specific Clauses do not need to be called out. Each TC61 subgroup may consider additional or even alternative criteria for such an evaluation, but this would need to be carefully justified. In most cases, the approach should be the text above as verbatim.
