In many countries, a small number of people earn extremely high salaries. Some people believe that this is good for the country, but others think that governments should not allow salaries above a certain level. Discuss both views and give your own opinion.

Some people regard the exceptionally high salaries earned by a small minority as beneficial to their country; others favour a legal ceiling on earnings. In my view, such rewards can be justified, but excessive income disparities should be addressed through progressive taxation rather than a universal salary cap.

有些人认为,少数人获得极高的薪资有益于国家;另一些人则支持通过法律规定收入上限。在我看来,这样的薪酬回报可以具有合理性,但过大的收入差距应当通过累进税制加以解决,而不是对所有人的薪资统一设限。

On the one hand, exceptionally high salaries can benefit a country by encouraging managers to take on demanding responsibilities and attracting top talent. Highly paid executives often oversee complex operations and manage significant financial and reputational risks. When substantial compensation reflects these responsibilities and rewards strong performance, it can motivate them to make strategic decisions that improve productivity and secure their companies' long-term viability in international markets. Generous remuneration can also help domestic employers recruit specialists whose rare expertise is sought internationally. By applying this expertise to developing new products or improving production methods, these specialists contribute to innovation and industrial development and thus strengthen the national economy. This explains why some consider unusually high pay an investment rather than merely a privilege.

On the other hand, supporters of salary limits argue that extreme pay disparities undermine workplace cooperation and deepen social inequality. When a large sum of money is concentrated in the hands of a few executives but ordinary employees receive only modest wages, workers may feel that their contribution is undervalued. This sense of injustice can damage morale and undermine collaboration and teamwork among front-line employees, ultimately reducing organisational productivity. In addition to undermining workplace cooperation, these disparities have wider social consequences: higher earners' families have greater access to education and other opportunities, whereas less affluent families struggle to improve their circumstances. These unequal opportunities can allow income disparities to persist into the next generation, reinforcing social divisions and fuelling resentment.

In my opinion, although a salary ceiling could restrain excessive rewards at the top, progressive personal income tax offers a more balanced way to promote an equitable distribution of resources. It both preserves incentives to excel and requires high earners to contribute more towards healthcare and education, helping less affluent citizens access opportunities without prohibiting exceptional salaries.

在我看来,虽然薪资上限可以限制最高收入群体获得过度的薪酬回报,但累进个人所得税是一种更为平衡的方式,有助于促进资源的公平分配。它既保留了激励人们追求卓越的动力,也要求高收入者为医疗和教育提供更多资金,从而在不禁止极高薪资的情况下,帮助经济条件较差的公民获得更多机会。

In conclusion, high salaries can support national development by attracting talent and encouraging greater productivity, although excessive pay gaps may weaken cooperation and perpetuate inequality. Governments should therefore retain these incentives while using progressive taxation to ensure that prosperity is shared more widely.
