3.通知/新闻：(通知：一般将来时；新闻：一般过去时）

2.建议+理由：
üFirst, it is essential to do/that 从句, so that +从句
üBesides, doing sth. is highly suggested, doing sth.
üLast, nothing is more urgent than doing sth, which 从句.
