What happens to a country when it loses its land? The Pacific island nation of Tuvalu is creating a
digital nation to preserve its culture and nationhood as it’s losing its real-life land due to rising sea levels
brought by climate change.
According to Reuters, 40 percent of the capital district in the country is underwater at high tide and as
is expected, the entire country will not be suitable for people to live in by the end of the century. Tuvalu
has 12,000 people, about one-fifth of whom have relocated to other countries, while those still remaining
need to move around to find places to live.
“We are doing so in the hope that we have a digital nation that exists alongside our physical territory
( 领 土 ) to continue functioning as a country,” Simon Kofe, Tuvalu’s Minister told the Long Now
Foundation.
The digital nation will have the same landscapes and landmarks as in real life. Apart from physical
assets (财产), it will contain everything from Tuvalu’s cultural heritage to historical documents. In the
digital space, citizens who are separated into different online communities will have their own avatars (化
身). And Tuvalu’s government will continue to operate its duties from cyberspace (网络空间).
Though this digital way has brought comfort to many people in Tuvalu and other countries facing
similar problems, Li Zuxi, director of the lab at Qingbo Intelligent Technology in Beijing, has concerns.
“Anyway, the digital country exists online. That’s more difficult to govern,” Li said. “After all, it is
immature(不成熟的) now.” He went on to give an example. “If people from another country enter the space
of the digital country, how do people know whether they do or do not truly belong to that country if
they just show their IDs?”
Creating a digital country may be a solution for climate change, but it’s not the best choice right now.
“Instead of exploring the possibilities of virtual world, the message in a bottle being sent by Tuvalu is

Loud traffic doesn’t prevent big animals like moose and bears from crossing highways—nor does it
keep smaller creatures from being run over by cars. In just two years along one stretch of highway in Utah,
a total of 106 big animals were killed in car crash. People are also hurt—about 200 people die every year in
the more than one million car crashes in the US.
And the number of these deadly accidents is increasing. “During the most recently reported 15-year
period, wildlife-vehicle crashes have increased by 50 percent, with around one to two million large animals
killed by motorists every year,” says Rob Ament, the road ecology program manager from the Western
Transportation Institute (WTI).
There’s one solution, however, that’s been very effective around the world in decreasing crashes
between cars and animals crossing the road: wildlife underpasses and overpasses. Studies on highway
deaths of native Florida species show that wildlife crossings (通道) save lives, both human and animals.
“You can get reductions of 85 to 95 percent with crossings and fencing that guide animals under or over
highways,” Ament says.
That’s why these traffic-spanning bridges and tunnels—which have been popular in Europe since the
1950s when the first was built in France—are showing up worldwide. Usually looking much like a regular
overpass for cars, but decorated with native plants, they aren’t easily noticed unless you know what you’re
looking for.
And undercrossings, which pass beneath highways to assist smaller animals, may be invisible to
drivers. But they are helping countless species, from gold monkeys in Brazil to water voles in London.
Ament is even working on wildlife crossings for highways that haven’t been built yet in developing nations
like Bhutan, which need safe places for Asian elephants to travel through their territories. As he points out,
it’s a lot easier and cheaper to build them during road construction than it is to retrofit (改造), as has been
done in the US and Canada.
