Beijing 12345 Hotline Turns Requests into Solutions

In Beijing, one phone number helps with everyday problems: 12345. The city hotline takes calls about leaking pipes, broken lights and many other troubles. Over the past seven years, it has handled more than 200 million requests. Its solving rate has climbed from 53.1% to 97.3%.

People also call it 'jiesujiban' — a request must be handled at once. Every step, from the first call to the return visit, has a clear owner and a time limit. About 1,700 operators work in shifts around the clock, and each deals with more than 41 requests a day. The hotline can also bring different departments together for tricky problems.

Last year, a resident in Shijingshan complained about noise from a water pipe. The order first went to the water company, then to the street office. Workers finally found a badly changed valve and repaired it on the spot. Scholars from many countries now see the hotline as a window into how Chinese cities are governed.

In a car factory in Ningbo, Zhejiang, a humanoid robot walks to its station with a box in its arms. Made by UBTECH, a company from Shenzhen, Guangdong, the robot is about 1.76 meters tall. When its battery runs low, it does not stop. It walks to a battery-swap station, removes the old pack from its back and puts on a full one. The whole process takes less than three minutes.

Since mass delivery began in November 2025, this 'steel co-worker' has entered many car and electronics factories across the country. It can carry goods, load and unload materials, sort items and move heavy stacks. Without charging breaks or shifts, it can work a full 24 hours a day.
