Directions:Read the following text and answer the questions by choosing the most suitable subheading from the list A-G for each of the numbered paragraphs (41-45). There are two extra subheadings which you do not need to use. Mark your answers on the ANSWER SHEET. (10 points)

A. Tighter control of private providers
B. Social media as the main culprit
C. A danger of over-diagnosis
D. Help based on need
E. A genuine rise in distress
F. Savings as the main aim
G. The limits of a label

A review commissioned by the UK government argues that diagnoses of mental health problems, and of conditions such as ADHD, can sometimes hold people back. Ordered by ministers amid worry over rising sickness-benefit bills and lengthening NHS waiting lists, it recommends that public services judge success by whether people can take part in social life, education and work. Its main findings are set out below.

41.____

About one in four people aged 16 to 24 now reports a common mental health problem such as anxiety or depression, and the rise has been fastest among the young. The review’s lead author dismissed talk of an oversensitive generation: the increase in distress is real. Insecure work, exam pressure and costly housing are blamed, but a loss of hope that life will beat their parents’ matters more. Social media adds to the problem mainly by displacing healthier things such as sleep and exercise. Drugs should not be used to treat loneliness; more opportunities to take part in social life, work and volunteering would serve better.

42.____

The review found that the true rates of ADHD and autism have barely changed, and that the surge in recorded cases partly reflects the correction of past under-diagnosis. But with no sign of the rise slowing, one of the vice-chairs warned that over-diagnosis is a very real danger in future. The review did not conclude that it is happening already, though 6 per cent of boys now have an autism diagnosis, against an estimated prevalence of 5 per cent. Other difficulties, such as trauma, may be overshadowed as attention fixes on these conditions.

43. ____

Greater openness about mental health has long been counted as progress, but the review highlights the other side of treating problems as medical conditions. A diagnosis can restrict as well as help, particularly once it becomes part of a person’s identity and tells them they cannot do things they may well be able to do. It could also discourage jobseekers, among the nearly one million young people outside education, employment and training, since inactivity itself breeds mental health problems.

44.____

Long NHS waiting lists have fuelled a boom in private companies offering ADHD and autism assessments, and the review voiced concern about the quality of some of them. It called for an overhaul of funding and regulation to guarantee consistent standards, including a ban on advertising NHS-funded assessments directly to the public. The health secretary promised to strengthen oversight of mental health and neurodevelopmental services, regulation of private assessment included.

45.____

The review’s central recommendation is that a diagnosis should no longer be the gateway to help from schools, employers or the welfare system. Teachers and employers should adjust lessons or working conditions for people who are struggling; a teenager on an ADHD waiting list, for instance, might gain from advice on sleep or a quiet place to retreat to, with no diagnosis needed. Success should be measured by participation in education, work, relationships and the community. This costs more at first, the authors say, but should save money within a few years.

Quick look:ECGAD

定位:第41段首两句 “About one in four people aged 16 to 24 now reports a common mental health problem... The review’s lead author dismissed talk of an oversensitive generation: the increase in distress is real.”

But with no sign of the rise slowing, one of the vice-chairs warned that over-diagnosis is a very real danger in future.”

A diagnosis can restrict as well as help, particularly once it becomes part of a person’s identity and tells them they cannot do things they may well be able to do.”

It called for an overhaul of funding and regulation to guarantee consistent standards, including a ban on advertising NHS-funded assessments directly to the public.”

The review’s central recommendation is that a diagnosis should no longer be the gateway to help from schools, employers or the welfare system.”
