国家级零碳园区申报教程.pdf国家级零碳园区申报已明确规则:省级及以上开发区方可申报,每省限推 2 个,材料截止时间为 2025 年 8 月 22 日。申报设四项硬门槛:建设主体为省级及以上开发区;申报范围为园区整体或有明确边界的园中园;具备能碳统计、核算、计量、监测体系;近 3 年无重大安全、环境事故。园区必须按《零碳园区碳排放核算方法(试行)》完成范围 1 直接排放、范围 2 外购电力热力间接排放核算,数据需可追溯、可核查。核心考核指标清晰:年综合能耗 20–100 万吨标准煤园区,单位能耗碳排放≤0.2 吨 / 吨标煤;≥100 万吨标准煤园区≤0.3 吨 / 吨标煤。清洁能源占比、工业固废综合利用率≥80%、余热余压余冷利用率≥50%、企业产品单耗达二级及以上限额为关键引导指标。申报书需聚焦五大硬核内容:边界与资质、产业低碳基础、近三年能源与碳排放数据、3 阶段目标路径、可落地重点项目与资金保障。建设需落地八大任务:可再生能源开发与绿电直供、产业绿色化与以绿制绿、超低能耗建筑与绿色交通、能碳管理平台建设、节能降碳改造、资源循环利用、零碳技术示范、虚拟电厂与电力市场参与。资金来源覆盖政府专项、企业自筹、绿色金融、碳资产、社会资本。流程为地方推荐→申报书编制→材料报送→国家审核→建设指导→省级自评估→国家验收。通过验收即获国家级授牌,纳入国家双碳示范体系。本次申报不看概念,只看核算能力、指标可达性、项目可落地性,是园区获取政策、品牌、金融三重红利的关键窗口。
